1. Scout, Scoutmaster, and Committee Chair work to complete Eagle Application (use link to access the most current version of the application)
  2. Submit Eagle Scout Rank Application and all required paperwork (listed below) to the Longhorn Council Service Center per one of the options outlined on the Longhorn Council website:
    • Eagle Scout Rank Application (including statement of ambitions and life purpose)
    • Individual Troop History
    • Proposal Signature Page (Proposal Page H)
    • Project Report Page B
    • Project Report Page C
    • Signature page from Scout Handbook
  3. Longhorn Council sends certified Eagle application to Orion Advancements and Scout with invitation to conduct Board
  4. The Eagle Candidate requests recommendation letters from the 4 people listed on the application per Council directions (per the Guide to Advancement 2025, letters are the property of the Longhorn Council and are confidential; letters may not be viewed by or returned to the Scout)
  5. Orion Advancements assigns Eagle Board of Review to Orion Eagle Committee for completion
  6. Orion Eagle Committee member coordinates with Scout, Scoutmaster, and Committee Chair (or designee) a Board of Review; Troop recruits 2-3 active committee members to serve as EBOR members
  7. Orion Eagle Committee chairs Board of Review using standard format
  8. If EBOR successfully completed, signed Applications distributed as follows: original plus 1 copy to Eagle Candidate; 1 copy to Orion Advancements for record-keeping
  9. Eagle Candidate arranges to have signed original application delivered to Longhorn Council
  10. Longhorn Council approves
  11. National Boy Scouts of America processes application (2-3 months)
  12. National Boy Scouts of America notifies Longhorn Council
  13. Longhorn Council notifies Scout and Scoutmaster
  14. Eagle Scout or Unit picks up certificate
  15. Eagle Scout holds Court of Honor
